Nigeria's remarkable new West African Art Museum (Mowaa) has landed in the crosshairs of local power politics during the week it was scheduled to – but did not manage – to welcome visitors to the general public for the very first time.

The Major Initiative

The six-hectare campus is located in the core of the Edo state capital, administrative center of the southern state of Edo – and includes an excavation site and facilities created by high-profile British-Ghanaian architect Sir David Adjaye, best known for the National Museum of African American History and Culture that was inaugurated in Washington in 2016.

It has been half a decade in the making – and is planned to celebrate both the past and the current era of creativity in the area renowned for the Benin Bronzes, historical pieces taken from the royal palace by British troops in the nineteenth century.

Setup and Prospects

It is impressive – and ahead of the planned opening, Mowaa was energetic with staff committed to prove it is a place that can match established cultural centers in the Europe and America.

Internally conservators precisely unwrapped art pieces from protective packaging, inspecting each item and taking detailed documentation before placing them on display surfaces and stands.

Specialists adjusted temperature regulation systems. In the research lab, staff members set up devices designed to conserve historical items.

Funding and Economic Goals

The project has been the idea of entrepreneur Phillip Ihenacho – currently Mowaa's executive director.

"I hope us to have a significant financial effect on communities in the vicinity," he told media outlets, noting that he aspired to make the city "a cultural destination."

Mowaa, a non-profit national foundation, envisions itself generating over 30,000 work positions and adding over $80m annually to the area arts sector through partnerships and activities.

Investment and Administrative Problems

It has required $25m to reach this point – funds gathered from different contributors, such as the French and German governments, the London institution and the regional authorities.

But currently the state authorities has revoked permission from under it – canceling the utilization of the site on which the building was erected.

An government communicator explained this was because in the initial documents it had identified as EMOWAA – and it had since removed "the regional name" from its name.

Demonstrations and Government Action

This declaration was preceded by protests on recently, when people stormed the complex demanding it be designated the Museum of the Benin Kingdom.

A disruptive group confronted overseas dignitaries at the facility ahead of the opening – compelling them to be hurried away under official guard.

Head of state Bola Tinubu has even intervened to try and resolve the dispute, establishing a presidential committee to manage the situation.

Governance Issues

But how has this become so politicised – and such a PR disaster?

A great deal of it results from local power struggles at a regional government level, as it was Edo's previous governor Godwin Obaseki – whose administration ended recently – who was a key supporter of the project.

And it appears the administration of the recently elected official, a key associate of the local traditional ruler, known as the traditional leader, may seek more of a stake in the venture. The activists on the weekend, for case, were demanding that the institution be placed under the authority of the royal leader.

The Historical Objects Discussion

This brings into focus the controversial matter of the cultural artifacts, one of the continent's most famous artistic heritage.

Because though the institution does finally open, these artifacts will be clearly not present.

They are metal, elephant tusk and timber carvings that once decorated the monarch's home of the ancient kingdom before colonial troops looted them in the late nineteenth century during a punitive expedition.

Currently, thousands continue to be scattered across museums in the West -- featuring the UK institution, Berlin's Humboldt Forum and the American museum.

Return Initiatives

Their homecoming has become one of the most debated debates in the international art community. About 150 have presently been returned – and additional are expected to return.

When proposals for the institution in Benin City were first announced in the pre-pandemic era, the key players on Nigeria's art scene expected it would become their perfect venue – a state-of-the-art complex to show them off to the world.

But the waters were muddied recently after the federal government announced that the Oba would be the proper guardian of any returned bronzes – and the palace pushed for a facility under the monarch's supervision, opposing the preferences of the former governor.
